A diversity of culture exists all over Japan, and until now, the cultural organs of national and local governments have put an emphasis on the preservation and continuation of culture by succeeding generations. However, amid harsh conditions for public finances, the traditional method of preservation using mainly public finances is becoming unfeasible. At the same time, France and other countries are considering culture as a source that will generate future wealth and are devoting themselves to its utilization and promotion. The study of new cultural policies in Japan is also a pressing domestic challenge from the standpoint of taking advantage of native Japanese culture, and developing it into a form of culture-based industry.
Therefore, we will consider a wide range of items, including food, clothing, housing, and community-building and connect them to the autonomous and sustainable development of the culture and arts sector. We will also conduct research into practical policy recommendations aimed at generating a virtuous cycle for the entire Japanese economy.

- Establishment of systems and industrial model proposals for creating new industries utilizing Japanese traditions, culture, and arts; creation of attractions in the overall community through diverse culture-based techniques using the theme of creating industries based on “ICMS: Innovation in Culture, Media and Sports”;, and policy recommendations for community revitalization through these activities.
- Policy recommendations that sustain and develop the foundation of Japanese traditional culture by not only sustaining and succeeding Japanese traditional culture, but also encouraging fresh approaches, including those by young artists.
- Policy recommendations for increasing global value through promotion and effective domestic and overseas dissemination of works of art created in Japan, along with the simultaneous strategic accumulation of masterpieces, outstanding works, and representative works inside the country as national assets of Japan.
- Policy recommendations for increasing investments and donations for culture and the arts.
- Calculation of the economic impact of culture (cultural GDP) through the above efforts.
